Israel has opened Ben Gurion Airport to vaccinated foreign nationals and is making it possible through the Green Badge to visit the country, without limits.
Briefly about the acquisition of the Green Badge by the passenger, must:
- Be vaccinated with a vaccine recognized by the WHO.
- To present a negative PCR test that will have been done 72 hours before arriving in Israel.
- To complete a Passenger Entry Declaration (Entering Passenger Declaration – EPD) 24 hours before departure.
- Don't stay in a Red Country (as defined by the State of Israel) the last 14 days before the flight.
- Upon arrival he will have to undergo a new PCR test

Entry of foreigners who have been vaccinated or recovered abroad
Foreigners who have been vaccinated against COVID-19 or who have recovered will be able to enter Israel through Ben Gurion Airport under the following conditions:
- If they hadn't gone to a red country for 14 days before entering Israel.
- If they have been vaccinated with a vaccine approved by the World Health Organization (WHERE) or if their recovery is in accordance with the procedure required in Israel, as described below.
The recognized vaccines in Israel are Pfizer, η Modern, Johnson & Johnson, η AstraZeneca, η Sinovac, η SinoPharm, the Serum Institute of India.
The Sputnik V vaccine is also recognized in Israel, but there are additional requirements described below.
Those who do not meet these conditions they will be banned from entering Israel, unless they apply to Exceptions Committee and obtain a special entry permit.

Who does Israel recognize as vaccinated or recovered?;
- Those who have been vaccinated with Pfizer, Modern, Johnson & Johnson, AstraZeneca, Sinovac, Sinopharm, the Serum Institute of India:
- He received two doses and at least 14 days have passed from the second dose to the day of entry into Israel (but not more than 180 days before departure from Israel).

- Those vaccinated with Janssen vaccine (J&J):
- He got one dose and at least 14 days have passed since the day of entry into Israel (but not more than 180 days before departure from Israel).
- He received a booster dose and at least 14 days have passed since the day of entry into Israel.
- Holders of a digital recovery certificate, which is recognized by Israel, based on a positive NAAT test result (molecular test similar to pcr):
- Those for whom they have passed at least 11 days from the positive test to the day of their entry into Israel (but not more than 190 days before departure from Israel).
- Those who received at least one dose of WHO approved vaccines in addition to their recovery (the order of events does not matter).
List of countries that issue certificates that can be digitally verified by the Ministry of Health
- Those vaccinated by Sputnik V,from the 15.11.2021,who were serologically tested in Israel and received a positive result:
- He received two doses and at least 14 days have passed since the day of entry into Israel (but not more than 180 days before departure from Israel).
- He received a booster dose and at least 14 days have passed since the day of entry into Israel.
Note: Those vaccinated with Sputnik will remain in isolation until a positive serological test result is achieved in addition to other requirements.
- Those who received one or more doses of vaccine approved by the WHOand have recovered, and have a digital recovery certificate that can be verified with a positive NAAT test result and no more than six months have passed since their recovery.
The process of entering Israel
Non-Israelis who want to enter Israel will go through several steps along the way:
- The PCR test must be conducted up to 72 hours before the flight to Israel.
- A form must be filled out entry declarationfor Israel:
- Holders of a verified digital certificate– they will scan or upload their vaccination or recovery certificate on the incoming passenger form and they will get a green card before boarding the plane.
- Those who do not have a verifiable digital certificate– they will declare the vaccinations they received on the entry declaration form to Israel and also fill out statement about vaccines administered abroad, to which they will attach the relevant documents and will get a green card before boarding.
- When boarding the plane, the following documents must be submitted:
- Documentation of a negative PCR results in a test that took up to 72 hours before the flight to Israel.
- Confirmation of submission of the participation declaration form.
- One of the following documents:
- Vaccination certificate certifying that the vaccinations have been carried out according to the procedure required in Israel.
- Digital certificate of restoration
- Emergency entry permit from the Ministry of the Interior (outline of exceptions, groups).
- Random checks of documents and compliance will be carried out by the Population and Immigration Authority at Ben Gurion Airport.
- A PCR test must be performed after landing at Ben Gurion Airport and travelers must enter isolation until a negative result is obtained or for 24 hours, whichever is earlier.
Those vaccinated with Sputnik V – a serological test must be performed at Ben Gurion Airport and travelers must enter isolation until a positive result is obtained (subject to a negative result in the PCR test to be conducted after landing).
If the result of the serological test is positive, travelers can receive green card for one month and stay in short isolation (until they receive a negative result in the PCR test performed upon arrival in Israel or for 24 hours – whichever is earlier).
If the result of the serological test is negative – travelers can stay in Israel, but they must enter into complete seclusion (ie for 14 days with the possibility of reducing isolation to 7 days) or decide to return to their country of origin.
How to shorten the period of isolation
Foreigners who do not meet these conditions will not be able to enter Israel and will have to return to their country of origin.
Please note: Those who present a false document or are found to be infected and refuse to go to an isolation facility or violate the isolation requirement- they will not be allowed to enter Israel for a period 5 years.
The offenders of solitary confinement, who are not confirmed cases, they will not be able to enter Israel for a period 3 years.

Duration of isolation
Reduced isolation—it lasts until you receive the negative result of the PCR test you took upon arrival in Israel or 24 hours, whichever is earlier.
Complete isolation– it is 14 days. You can shorten the isolation period in 7 days if you meet the criteria and requirements of the shorter isolation.
What are the criteria for the reduced isolation;
Persons recognized by the State of Israel for their vaccination or recovery status and who have not visited a country on the red list in the last 14 days before their arrival in Israel they must complete the reduced isolation period.
Reds, orange, yellow country lists
Who needs to complete full isolation;
- Those who have been vaccinated, but do not comply with the required vaccination protocol set by Israel.
- Those who have recovered from the coronavirus but more than six months have passed since their recovery.
- A person with a negative serological result obtained upon arrival in Israel.
- Those who have recently visited red list countries 14 days before their arrival in Israel.
